You should expect to take on tasks outside the scope of this role in support of the mission of the DoD Cyber Crime Center, Cyber Training Academy (DC3/CTA).
Overview
The Instructional/eLearning Curriculum Designer/Developer will support the analysis, design, development, and sustainment of high-impact, learner-centric curriculum for the DC3 Cyber Training Academy (CTA). This role focuses on building instructor-led (in-residence and virtual), hybrid, and eLearning training solutions aligned with DoD Instructional Systems Design (ISD) methodologies and cyber workforce development priorities. The successful candidate will work as part of a multidisciplinary team to deliver engaging, SCORM/xAPI-compliant training that meets mission-critical learning objectives for a diverse and technically sophisticated student population.

Key Responsibilities
- Apply the full ADDIE model to develop and modernize curriculum for cyber training courses, ensuring alignment with PWS requirements, DoD 8140.03, and Defense Cyber Workforce Framework (DCWF) standards.
- Design and author instructional content, including storyboards, lesson plans, facilitator guides, student handouts, and performance assessments for both in-person and eLearning modalities.
- Develop SCORM- and xAPI-compliant eLearning modules using industry-standard tools such as Articulate 360, Adobe Captivate, Adobe Creative Cloud, or similar authoring platforms.
- Collaborate with subject matter experts (SMEs), instructors, and cyber professionals to accurately translate complex technical concepts into instructionally sound and accessible content.
- Integrate scenario-based learning, gamification, simulations, and adaptive learning strategies to improve learner engagement and retention.
- Conduct front-end analysis (FEA) and training needs assessments (TNA) to identify learning objectives, knowledge gaps, and course design improvements.
- Support iterative content updates through agile sprint cycles, incorporating student feedback, facilitator input, and mission-driven changes.
- Ensure all instructional materials meet Section 508 compliance standards and are compatible with DoD-approved LMS environments (e.g., Blackboard, Moodle, Canvas).
- Participate in curriculum review boards, quality assurance processes, pilot testing, and validation events.
- Managing an LMS, all its courses and lessons, and all registered students and faculty for eLearning courses
- Work closely with SMEs developing lessons using the ISD for eLearning courses
- Assist SMEs in writing, editing, and organizing content to fit the target audience and student educational levels for adult learners
- Ensures technical solutions are compatible with appropriate pedagogical approaches for online learning
- Serves as an educational consultant for instructors
- Engage with instructors and students to create a dynamic, aspirational, and innovative culture, a professional learning community grounded in collaboration, focused on improving learning outcomes, and driven by data-informed decision-making
- Lead and support a culture of innovation
- Evaluate and implement improvements in digital strategy
- Research the latest digital tools and interactive trends
- Analyze customer and user data
- Assist instructors in the development and delivery of practical and innovative learning lessons and delivery formats
- Assist in the facilitation, development, and support of digital learning strategies in the classroom
- Utilize Adult Learning Theory to motivate adult learners to improve professional practice
Required Experience
Preferred Qualifications:
- 5+ years in eLearning/curriculum development in a rapid development environment
- A Bachelor's degree in Instructional Design, Education, Communications, Technology, Psychology, or a related field
- Advanced to Expert proficiency level of Articulate 360 is required in addition to experience in one or more of the following software, including Camtasia 9, Audacity, Adobe Creative Cloud (Photoshop, Animate, After Effects, Illustrator, Premiere Pro, Audition)
- Strong knowledge of and experience creating adaptive learning content
- Knowledge of Learning Management Systems, including SCORM/xAPI/API-compliant distribution
- Excellent grasp of adult learning theory and educational models
- A solid understanding of video and audio editing techniques, including animation, graphic design, and speech manipulation
- Strong written, oral, and visual communication skills to assist SMEs with writing, editing, organizing, and managing lesson content
- Exceptional ability to handle multiple projects without sacrificing a detail-driven approach
- Ability to work independently, maintain rigorous production schedules, allocate production efforts across multiple projects, and provide clear task status to leadership
- International/Domestic Travel may be required - less than 10%
Desired Skills And Experience
- Masters degree in Instructional Design, Education, Communications, Technology, Psychology, Media Production, or a related field
- 3+ years designing and implementing digital adaptive learning programs
- Firm grasp and desire to learn emerging digital tools
- Ability to work collaboratively with a team of digital learning strategists
- Models continual improvement and demonstrates lifelong learning
- A desire to and/or past experience presenting as an expert in their field at conferences
- Prior experience teaching is a plus!
- Experience working with the Department of Defense
- Proficiency in building and maintaining good working relationships with subject matter experts
- Understanding of web analytics and the implications for student learning
- Possess broad knowledge of best digital practices and the evolving learning landscape
The estimated annual salary for this position is $110,000 - $180,000; however, Sigmatech considers several factors when extending an offer, including but not limited to, experience, education/training, key skills, location and often contractual requirements.
