The part-time deputy will be part of a specialized unit that was established to provide a cadre of dedicated personnel with training and expertise in addressing potential terrorism, as well as natural or man-made catastrophic events in the Harris County area. The Emergency Management Unit works in conjunction with federal and local jurisdictions in identifying vulnerabilities and security deficiencies involving key assets and critical infrastructure. Should a man-made, accidental, or natural catastrophic event occur requiring a law enforcement response, the deputy is charged with directing and coordinating all County law enforcement resources. The Emergency Management Unit deputy is based at the Houston Transtar building as a liaison, combined with the Harris County Office of Homeland Security and Emergency Management, and would assume incident command and implement critical incident plans using all available law enforcement assets until the conclusion of an event.
Duties and Responsibilities include, but are not limited to the following:
- Act as a liaison to the Office of Homeland Security and Emergency Management.
- Attend all Office of Homeland Security and Emergency Management meetings.
- Monitor and report all inclement weather impacts for operational and situational awareness.
- Plan, facilitate, and coordinate hurricane disaster/critical incident plans with Commissioners, Precinct Liaisons, Constables, and other Law Enforcement entities within the 13-county region with regular scheduled meetings/drills to ensure an efficient and effective response to any critical incident.
- Assist Harris County Public Health and Environmental Services (HCPHES) with all planning and security needs to include SNS and mass casualty at sites determined by HCPHES.
- Maintain, evaluate, and update all critical incident plans that would involve a Homeland Security Bureau response.
- Provide security and escorts for Houston Transtar during dignitary visits, press conferences, or during activations of the Emergency Operations Center (EOC).
- Supplement Transtar staffing by providing Law Enforcement expertise in the EOC.
- Review and update all Harris County Emergency Management Basic Plan annexes in which the Harris County Sheriff’s Office has responsibilities.
- Coordinate and conduct shelter and mass care operations with our other departments, relief agencies, and volunteer groups.
- Assist the Special Needs Coordinator during registration and evacuation efforts during critical incidents.
- Plan, participate, coordinate, and attend critical incident drills/HAZMAT exercises.
- Other duties as assigned.

- Must be an honorably retired Peace Officer from the Harris County Sheriff’s Office
- A minimum of fifteen (15) years of experience in law enforcement
- Basic Peace Officer License (minimum)
- Must have a good attendance record.
- Have all required National Incident Management System (NIMS) training to include any updated classes.
- Basic understanding of computers.
- Extended duty hours during an activation.
- Maintain professional relationships with HCSO, other law enforcement agencies, the Office of Homeland Security and Emergency Management, Commissioner’s precincts, and the Judge's office.
- Ability to self-manage with minimal supervisory contact.
- Complete any required additional training that may be necessary.

- This is a part-time position. Days and hours of work are typically Monday through Friday (32 hours maximum). Hours and days may vary based on the needs of the department.
