Skylight

Skylight is a digital consultancy that works with government agencies, applying design and technology to the task of making public services usable for the people who rely on them. Its work combines human-centered design with modern engineering practices and covers software development, digital service delivery and the modernization of government technology. The firm describes its approach as civic tech: building for the public sector rather than for the private market.

The consultancy's engagements fall into two broad categories. The first is design and technology services delivered to agencies, with an emphasis on services that work for citizens. The second is agency transformation consulting, which aims to change how government organizations operate so that they can continue to improve after an engagement ends, rather than simply receiving a piece of software. Areas of work include veterans services, early childhood and family services, and immigration and citizenship services.

The team is distributed across 34 states in the United States, and many of its members previously worked at 18F, the U.S. Digital Service and the Presidential Innovation Fellows program. Skylight characterises its staff as public servants at heart, bound by a belief that government can and should do better and by frustration with outmoded public-sector systems. The firm places weight on lasting impact and on building agency capability rather than client dependency.
