Infrastructure Ontario (IO) is a Crown agency of the Province of Ontario, established in 2005. It supports the provincial government's efforts to modernize and maximize the value of public infrastructure and realty - building, financing and enhancing Ontario's public assets through public-private partnerships. The agency operates across the province and works in sectors including healthcare, public transit, highways, justice facilities and sports and recreation venues.
IO brings major infrastructure projects to market using public-private partnership (P3) models. These structures build, finance and enhance the value of public assets while transferring appropriate risks of added costs and delays away from the public purse. Projects remain publicly owned once delivered. As of the figures cited by the agency, IO has brought 161 major P3 projects to market and delivered approximately $44.4 billion in infrastructure projects.
The agency's work spans several technical domains: P3 project delivery, infrastructure project delivery, infrastructure finance, real estate and realty management, and risk management in project delivery. Its stated approach is 'Made-in-Ontario', emphasising local delivery and partnerships with the private sector to expand, modernize and replace aging infrastructure across the province.
IO describes its mandate in terms of innovation, quality and value for money, with a community-focused mission intended to enrich quality of life in the communities it serves. The agency has been recognised internationally as a leader in infrastructure development.
