Summary Objective
The Chief AI Officer (CAIO) will collaborate with the Chief Information Officer (CIO) to lead Louisville Metro Government’s enterprise-wide artificial intelligence (AI) initiatives, reporting directly to the CIO. This strategic leadership role will drive internal analysis and external acquisition of AI solutions, ranging from broad-based generative AI to task specific AI solutions. The CAIO will ensure responsible AI values are upheld, while delivering tangible improvements in constituent services, operational workflows, and public transparency, and maintaining community trust, fairness, and legal compliance. The CAIO will ensure Louisville Metro agencies can effectively procure, operationalize, secure, and scale AI tools.
The CAIO fosters a people-first, inclusive culture within LMG and throughout city departments, championing AI technology as a force multiplier for civic engagement, operational excellence, and digital opportunity for all.
This class works under CIO supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through meetings and reports.

- Leads a team of AI practitioners to enable Metro agencies with AI tools that increase the efficiency and service delivery of Metro agencies.
- Develops and articulates a comprehensive AI vision and strategy that advances Louisville Metro’s long-term technological and organizational objectives.
- Identifies KPI’s to measure success of AI solutions and monitors those KPI’s continuously to ensure AI investments are achieving desired outcomes.
- Cultivates a culture of innovation, responsible AI adoption, and data-driven decision-making through visionary leadership.
- Recruits, mentors, and leads a high-performing AI team; attracting top talent, fostering cross-functional collaboration, and guiding the end-to-end design, development, and deployment of scalable AI solutions.
- Ensures AI operations are aligned with business goals, regulatory compliance, risk management, and performance metrics.
- Serves as the primary AI technology advisor to the Mayor, Deputy Mayors, department heads, and senior staff; translating complex technical concepts into actionable business value, policy implications, and investment guidance.
- Advises executive leadership on AI investments, governance frameworks, and capability development; shaping strategic prioritization and organizational readiness.
- Represents Metro in regional and national forums on AI-focused civic technology, data innovation, and smart government.
- Serves as the liaison for AI coordination across city departments and with external stakeholders, ensuring unified strategy and collaboration.
- Engages constituents and elected officials; translating AI initiatives into clear public priorities and ensuring alignment with the Mayor’s and Metro Council’s priorities.
- Produces and presents transparency reports detailing the deployment and impact of AI tools within city government.
- Develops, manages, and enforces comprehensive AI governance frameworks; defining policies, performance metrics, and benchmarking standards that ensure reliability, security, scalability, and compliance with all relevant regulations.
- Establishes and operationalizes responsible AI guardrails across every stage of the AI lifecycle.
- Collaborates with agency directors and staff to pinpoint operational inefficiencies and uncover high-impact AI use cases that enhance departmental outcomes.
- Continuously monitors emerging AI technologies and trends; championing proactive experimentation, pilot projects, and strategic adoption to expand Louisville Metro’s AI ecosystem and capabilities.
- Leads the end-to-end procurement lifecycle for third-party AI technologies ensuring alignment with Louisville Metro’s strategic priorities, technical standards, service-level agreements, governance, and compliance requirements.
- Oversees a secure, modular, cloud-native AI platform that supports the full lifecycle of AI (from data ingestion through model training, deployment, and ongoing integration) ensuring architecture is reusable, extensible, and easily incorporates third-party tools.
- Directs the end-to-end rollout of AI solutions across Metro departments, from pilot through full scale, and develops standardized implementation plans, toolkits, and change-management processes for repeatable, measurable deployments.
- Establishes and manages end-to-end monitoring and ROI frameworks; defining, measuring, and reporting on key performance indicators, financial outcomes, and real-world impacts of AI deployments, and using insights to continuously refine strategy.
- Embeds cross-functional collaboration, structured change-management processes, and clear success criteria into every implementation to ensure accountability, stakeholder alignment, and ongoing improvement.
- Builds a high-performing, inclusive, and future-ready AI workforce by recruiting top talent, recognizing achievements, and implementing professional development and upskilling programs.
- Raises AI technical proficiency across Metro departments through targeted training initiatives, university partnerships, and vendor-led workshops; ensuring staff are equipped to adopt, use, and evaluate AI tools effectively.
- Fosters a collaborative, innovative, and continuously improving environment across all levels of Metro, championing data sharing, transparency, and analytics to drive informed decision-making and enhance public services.

Minimum Requirements
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
- Bachelor’s degree in Business Administration, Computer Science, Engineering Technology, Information Technology, Public Administration, Machine Learning, AI, Public Policy, or a related discipline an accredited U.S. college or university or a certified foreign studies equivalency.
- Five (5) years of experience in Information Technology, AI experience or an equivalent combination of education, training, and experience.
Other Minimum Requirements
- Must possess and maintain a valid state driver’s license with an acceptable driving history.
- Must submit to fingerprinting for criminal history check.
- Must complete the annual security awareness training.
- Exceptional communication, collaboration, and leadership skills, capable of driving change in complex organizational environments.
- Demonstrated capability to align AI initiatives with organizational strategy and deliver tangible business value.
- Strong understanding of cloud platforms (AWS, Azure, GCP).
- Familiarity with government processes or civic technology.
Physical Demands
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
- Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
