Paragon Cyber Solutions is seeking a results-driven
Program Manager to oversee program performance and lead a multidisciplinary cybersecurity and IT team in support of the Naval Surface Warfare Center Philadelphia Division (NSWCPD). This position is
contingent upon contract award and is a critical leadership role within a mission-focused defense environment.
As Program Manager, you will serve as the primary point of contact for the customer, manage daily operations, ensure contract compliance, and lead a geographically dispersed team of cybersecurity professionals and technical staff.
Requirements
- Serve as the overall program lead and primary interface with government customers, subcontractors, and internal stakeholders.
- Manage and oversee program execution, including scope, schedule, cost, and risk across multiple technical task areas.
- Supervise a cross-functional team providing cybersecurity, information assurance, RMF support, and IT services.
- Track and report on performance metrics, deliverables, and compliance with contract requirements.
- Lead resource planning, staffing, and operational coordination across multiple sites.
- Drive proactive communication and risk mitigation strategies to meet mission and contractual objectives.
- Ensure program operations comply with applicable DoD, Navy, and cybersecurity policies and regulations.
- Conduct regular status briefings and lead strategic planning to align with evolving customer needs.
Education
- Bachelor's degree in Computer Science, Information Technology, Communications Systems Management, or a related STEM field from an accredited college or university OR
- A current Project Management Professional (PMP) certification in lieu of the degree
Experience
- A minimum of 10 years of experience managing IT programs or projects, including serving as the primary interface with government customers
- At least 5 years of experience in information assurance, cybersecurity, or related mission-critical disciplines
Certifications (Preferred)
- PMP Certification (if not already used in lieu of the degree)
- IAM Level II certification or equivalent per DoD 8140/8570.01-M is a plus
