Job Summary:
We are seeking an experienced Project Manager to support the Texas Health and Human Services Commission (HHSC) under the DIR ITSAC program. This role is integral to the Performance Management & Analytics System (PMAS) team and supports multiple IT data integration initiatives in alignment with the Texas Data Management Framework.
The selected candidate will lead high-impact data management and analytics projects, manage complex stakeholder relationships, and ensure project deliverables meet federal and state compliance requirements. The Project Manager will report to the IT Data Analytics Support Director and collaborate with the Office of the Chief Data Architect and Office of Data Analytics & Performance.
Responsibilities:
- Lead and manage end-to-end lifecycle of IT projects focused on cloud analytics, data integrations, and reporting solutions.
- Ensure alignment with federal and state regulatory standards including the DIR Project Delivery Framework.
- Develop project documentation such as RFPs, project charters, schedules, budgets, status reports, risk registers, and stakeholder communications.
- Facilitate project planning, resource management, Agile ceremonies, sprint tracking, and retrospectives.
- Coordinate with TSS vendors, business units, and external agencies to define strategic roadmaps.
- Oversee project sprints, scrum teams, and vendor deliverables using Agile and Kanban frameworks.
- Conduct performance monitoring, risk mitigation, and issue resolution.
- Support IAPD development to secure federal matching funds.
- Communicate effectively with stakeholders, sponsors, and leadership to ensure shared understanding of objectives, timelines, and progress.
