Job Description
Position Purpose:
This position's purpose is to standardize the Branch's transportation and logistics, to ensure that the Branch has
the capacity to meet customers' service needs, and to reduce the cost of transportation through better contracting,
utilization, routing and own vs. lease decisions.
Primary Duties/Responsibilities:
Standard responsibilities:
- Set asset and maintenance strategies (including buy vs. contract). Maintain an accurate asset list and own gathering and quality of transportation related data at the branch.
- Negotiate transportation contracts (drawing on support from Central Transportation Group where large/cross branch). Perform quarterly reviews of contractors; identify and on-board new contractors who can increase capacity and "grow with us"; address/ escalate contractor concerns (especially around payment/waiting at TSDFs).
- Ensure Operations are using agreed Branch transportation contracts. Sign off and help organize exceptions where needed. (NO Operations' "own" contracts that have not been approved by this role).
- Provide transport rates/ costings for customer proposals in support of Technical Sales Reps/ Account Managers.
- Work with central ESS Transportation Group and other Branch Transportation Managers to optimize the ESS network of transportation in order to capture efficiencies (including exploring cross-branch transportation arrangements).
- Ensure compliance with VNA/ ESS transportation policies and initiatives (GPS/ electronic logging/tracking, TRANSACT, etc.).
- Own branch regulatory compliance for transportation. Support ITS Comply to set up drivers and ensure queries answered (e.g., OSHA and DOT files to include VIR’s, driver logs, fuel trip reports, driver qualification files, permits, licenses, and exemptions). Address compliance issues identified within the Conflict Report.
Optional responsibilities (depending on Branch geography, customer profile and needs this role might perform
none, some or all of the below):
- Schedule transportation. Here scope could include: ESS 10-day facilities/ TSDFs to final treatment facilities; and/ or direct customer pick ups for bulk materials; and/ or some service jobs
- Optimize routing
- Manage drivers and/ or mechanics
Qualifications
Education/Experience/Background:
- Technical knowledge/ experience of waste transport, disposal and recycling
- Extensive experience of transport and logistics and contract management
- Several years’ experience in Veolia, a customer or competitor working in waste management
- Preferred degree or equivalent experience in science, mathematics, or business
Knowledge/Skills/Abilities:
- ELEMENT and SAMSARA as programs utilized
- Knowledge of asset management; trade offs between buying, leasing or contracting; and maintenance strategy
- Able to maintain a good knowledge of the prevailing local market rates for transportation
- Effective negotiator and contract manager
- Understanding of what drives efficiencies in scheduling
- Able to work collaboratively across different functions and to help colleagues
- Highly organized and structured - able to follow a standard process
- Able to connect with ESS corporate and other branches to understand how they work and identify new ideas: open, not parochial
- Data and report savvy - able to maintain accurate data and reporting
Required Certification/Licenses/Training:
- Veolia training as required.
- High School Diploma.
