Position Summary
The Director of Project Management provides strategic and functional leadership for affordable housing developments from initial planning through final inspection and transition to property management. This includes oversight of new construction, in-place renovations, acquisition rehabilitation, and adaptive re-use developments, ensuring all projects are delivered on time, within scope, and on budget. In addition, this role will assume responsibility for integrating asset management strategies to ensure the long-term performance, sustainability, and financial health of the organization’s real estate portfolio. The Director fosters cross-departmental collaboration to align project delivery and asset oversight with HDC’s mission, strategic goals, and growth initiatives.
Essential Duties And Responsibilities

Project Planning & Scope Definition
- Lead the planning and execution of affordable housing development projects, ensuring alignment with HDC’s strategic objectives and partner expectations.
- Define project scope, timelines, and deliverables, integrating long-term operational and asset considerations into the planning process.
- Support land development and due diligence activities in collaboration with the SVP of Real Estate Development
Financial Management & Cost Control
- Responsible for analyzing and managing project cost estimates to assess feasibility.
- Maintain a detailed tracking of project financials, including change order logs and contingency management.
- Lead value engineering efforts to optimize project costs.
- Approve construction draws and change orders within budgetary guidelines.
Construction Management & Oversight
- Review and ensure legal compliance of architectural and construction contracts.
- Oversee project design and construction, ensuring accuracy of construction documents and adherence to development goals.
- Hold architects and contractors accountable for performance and deliverables.
- Serve as the primary communication link between the SVP and contractors.
- Monitor and manage construction schedules to ensure timely completion.
- Oversee and monitor construction and post-construction inspections.
- Collaborate with Facilities Management on new and renovated building systems and maintenance.
Asset Management Integration
- Collaborate with the Finance team to ensure developments support long-term sustainability, compliance, and financial performance.
- Analyze building and system performance data to inform future design, development, and capital planning decisions.
- Contribute to portfolio-level planning by providing feedback on asset condition, capital needs, and operational risk.
- Support lifecycle asset planning by integrating maintenance, energy efficiency, and system replacement considerations during project development.
- Participate in property transition planning to ensure smooth handoff to Property Management and Finance teams.
Leadership & Organizational Strategy
- Provide leadership to the Real Estate Development team, ensuring accountability, professional development, and performance aligned with organizational values.
- Drive continuous improvement in project delivery and asset oversight processes.
- Serve as a key member of the Operational leadership team, contributing to strategic planning, portfolio growth, and cross-functional initiatives.

Skills/Education/Experience
- Position requires a bachelor’s degree and ten years of construction management related work experience.
- Proven project management skills, with the ability to set and meet aggressive deadlines
- Exceptional interpersonal, verbal, and written communication skills, with a talent for building rapport quickly
- Knowledge of a wide variety of construction materials.
- Team player with ability to collaborate cross functionally.
- Inquisitive with strong interpersonal skills and outstanding attention to detail.
- Effective written and verbal communication skills.
- Proven ability to solve problems creatively
- Position requires a valid driver’s license.
- Successful completion of drug screening and criminal background check

Normal Work Environment
- The work environment will be indoors and outdoors and will require 25% annual travel.
- Requires moderate physical demands, lifting up to 25 pounds, continuous standing, bending, walking, and lifting.
